HIPAA (Health Insurance Portability and Accountability Act) began when the Privacy Act was implemented in April, 2003.  Thereafter we have seen the implementation of the Transactions and Code Sets and later the Security rule.  Since those initial programs were enacted, HITECH (Health Information Technology for Economic and Clinical Health) came into existence in 2009, with a number of iterations added to the legislation over the last several years.
